A VFRA is funded by a two percent tax on premiums paid for casualty and fire insurance sold in Pennsylvania by out-of-state insurance companies. The purpose of VFRA is to administer allocated funds for the purchase of training, equipment, insurance and pay for death benefits for volunteer firefighters.
